STAFF AND WIRE REPORTS California regulators sharply restricted fishing off more than 20 percent of the state’s coastline from the San Francisco Peninsula to Mendocino County and parts of Sonoma County, turning back pleas Wednesday to allow more abalone diving and delay the new measures due to budgetary concerns.
